‘Say goodbye to corruption’

Itanagar, Aug 25: While extending solidarity with Team Anna Hazare in its crusade against corruption and injustice Arunachal Pradesh Youngstar United Federation (AAYUF) has appealed all the ministers, MLAs, bureaucrats, technocrats and panchayat leaders, businessmen, to keep themselves away from corrupt practices. The Federation also appealed to the concerned agencies and officers for judicious use of fund under centrally sponsored schemes like SPA, NEC, NLCPR, CRF, PMGSY, JNNURM and NRHM. Along with the rest of the fellow countrymen,  Arunachal Law Students’ Union (ALSU)  also joined Anna in his fight against corruption. India is a democratic country where the Govt is elected by the people. Therefore,  people’s representatives should make laws for well-being of the  people, the union said.  Like other states of the country, Arunachal Pradesh also needs Lokayukta, anti-corruption authority, to check all kind of corruption, the union observed.

 

Forum to stage dharna

ITANAGAR, Aug 25: Arunachal Pradesh Colleges’ Forum (APCF) and All Capital Complex Youth Welfare Association (ACCYWA) in a joint meeting held here today decided to hold peaceful rally from Bank Tinali to Raj Bhawan and stage dharna in front of Raj Bhawan on Sept 2 in favour of its demand for immediate handing over of NH-52A to BRTF.  This decision of was taken in a joint consultative meeting of the Forum and the Association today after expiry of its 15 days ultimatum regarding handing over of road.

 

Panchayat leader demands white paper on SPA fund

ITANAGAR, Aug 25:  The Batt-I grampanchayat member Bamang Apa has appealed to the state Govt  to issue white paper on the status of two projects meant for protection work at Batt village and  construction of road from Ganga village, Itanagar to Zoo tinali under SPA 2010-11.  The Planning department had asked the concern department to ensure utilization of fund and completion of works under the sanctioned projects by Sept 30, 2011 positively. But no work under the projects has been taken so far. Even the villagers are not aware of such project, the  Panchayat leader claimed. He asked the authorities to disclose the reason behind non-implementation of the  approved projects.

 

Stolen mobile phones recovered, one arrested

ZIRO Aug 25: Few stolen mobile phones were recovered from the possession of one Bipul Das of Lokra, Rangapara, Assam by Yazali Police on August 21 last.

Police recovered the stolen items from him after he was detained at Yazali check gate on being informed that a person with few mobile handsets was proceeding towards Itanagar in a Tata Sumo.

The hand sets, which were stolen from a shop at Daporijo, were returned back to the owner by police.

Later, the person was handed over to Daporijo Police and a case has been registered against him at Daporijo Police station. DIPRO

 

Workers asked to register their names

ITANAGAR, Aug 25: All Capital Complex Contract Workers’ Union (ACCCWU) president Kipa Simi visited the United Brother Distilleries Pvt Ltd, Papum Nallah, Naharlagun yesterday and enquired about the well-being of the workers in the wine factory.

While interacting with the factory manager, Simi urged the workers to register their name with the union and also urged upon the outside workers to maintain proper record like up-to-date inner line permit.  The welfare measures of the workers also discussed during the visit.

Solve school boundary problems: Union

ITANAGAR, Aug 25: All Pakke-Kessang Pijeriang Dissing-Passo Seijosa Students Union in a memorandum to the East Kameng DC appealed him to intervene for proper demarcation of school boundary in their area  in order to create conducive atmosphere for improved education.

While demanding posting of adequate teachers to the schools of rural areas, the memorandum further  stressed on proper implementation of the  Panchayat Yuva Krira aur Khel Abhiyan in panchayat level.  The union said that the school play ground should not be used for general purpose like organization of sports and games under PYKKA which may hamper the teaching-learning atmosphere in the school complex in future.

 

Solung festival

ITANAGAR, Aug 25: Solung, the main festival of Adi community would be celebrated at Solung-Mopin ground here on September 1 with much exuberance.

Nabam Atum, former president of Indigenous Faith & Cultural Society of Arunachal Pradesh and Lombo Tayeng, former minister will attend the festival as chief guest and guest of honour respectively.   

A mass social service is being organized on August 28 to give a facelift to the festival ground followed by a cultural night at the same venue the next day.

A large numbers of participants are expected to take part in folk songs and folk dances to declare the advent of Solung festivities, according to Tannon Tatak, general secretary of Solung Festival Celebration Committee, Itanagar.

Solung would also be celebrated at Melangkung village under Namsai subdivision by all the Adi officers, public and well wishers of Namsai and Tezu block on September 10 with pomp and gaiety.

Local MLA Nang Sati Mein and Namsai ADC have consented to be the chief quest and guest of honour of the festival.

 

Freshers’ meet

ITANAGAR, Aug 25: Adi Students of Itanagar today celebrated the Fresher Meet cum Pre-Solung here today. The freshers’ from various colleges including Dera Natung Govt College, Don Bosco College, Rajiv Gandhi Polytechnic College and Homeopathic Medical College took part in the programme with great joy.

Mibang Perme of Don Bosco College and Osunam Perme of Dera Natung Govt College have been declared Mr Fresher and Miss Fresher respectively. This was followed by pre-Solung celebration with participation of senior student Mark Yirang and others.

 

Attack on ArNP GS condemned

ITANAGAR: State Grievance Redressal Committee for PLHIV strongly condemned the attack on the general secretary of Arunachal Network of Positive People (ArNP).

Lauding the courage of the general secretary, who became first among Arunachalee people with HIV positive to come over ground, the SGRC for PLHIV said that such attack on people with HIV+, who come over ground to help in the fight against HIV/AIDS, deserves condemnation from all.

 

APCC lauds Centre’s step on road infrastructure

ITANAGAR: While lauding the Union Minister for Road Transport and Highways Dr C P Joshi for taking step for declaration of 99km Khonsa-Hukanjuri-Naharkatia-Tinsukia raod, 45 km Changlang-Margherita road and 114 km Bame-Likabali- Akajan road and 200 km Sagalee-Mengio-Deed-Ziro road as national highways,  Arunachal Pradesh Congress Committee (APCC)  has expected that the concerned union ministry will release fund for construction of the roads mentioned above at the earliest. The APCC also extended sincere thanks to PWD and UD Minister Nabam Tuki for taking up the important roads with the Central Govt for early consideration of it as national highways.   

 

Peace procession

ITANAGAR: The Doimukh Citizen Rights’ Forum (DCRF) in association with the Bazaar Welfare Committee, Doimukh, Doimukh Nyem Welfare Society, Doimukh Students Union, Doimukh Youth Association and various other NGOs of Doimukh area have unanimously decided to organise a peace rally from Doimukh market to Nirjuli on August 26 in support of Anna Hazare’s crusade against corruption and to bring in Jan Lokpal Bill  in the country.

Parliament to discuss all versions of Lokpal today

New Delhi, Aug 25: In a major breakthrough in the ten-day-long standoff between the government and veteran Gandhian Anna Hazare, the government today softened its stand and agreed to have a discussion on all the versions of the Lokpal Bill, including the civil society's Jan Lokpal Bill, in Parliament tomorrow.

"All the versions of the Lokpal Bill including the Jan Lokpal Bill will be discussed in Parliament tomorrow," Parliamentary Affairs Minister Pawan Kumar Bansal told reporters.

The 74-year-old social activist has been on the fast since August 16 demanding a strong Jan Lokpal Bill to curb the menace of corruption.

The ice-breaking development came after a meeting held by Prime Minister Manmohan Singh with his senior Cabinet colleagues.

It was expected that all the three sticky issues -- bringing the lower bureaucracy under Lokpal ambit, establishing Lokayuktas in states through Lokpal and citizen charter envisaging a timeframe for completion of people' works in government departments -- will be discussed in Parliament.

ITANAGAR report adds: Meanwhile, the People’s Party of Arunachal in a press statement said that the failure of talk between team Anna and the Congress Government on Lokpan bill has exposed the hollowness of the ruling Congress.

The Congress, which claims itself as party of Aam Admi (common man), is not really sincere in tackling the corruptions in the country. Instead, they are deeply involved in corruption at the cost of the 'Aam Admi' and that is why they are ‘fighting’ against the movement of the 'Aam admi' under the leadership of Anna.

While taking dig at BJP's role in corruption issue, PPA said that the big silence maintained by the saffron party only explain that they are not supporting the Jan Lokpal.

Expressing solidarity to Team Anna and its movement, PPA said that it will respond to Anna's call and join him at New Delhi if there is no breakthrough in talks between Govt and Team Anna.

 

BJP assures team Anna of full support in Parliament

Team Anna today said the main opposition party BJP has broadly agreed with most of the provisions of the Jan Lokpal Bill and assured veteran Gandhian Anna Hazare of full support in the fight against corruption in and outside Parliament.

The meeting between BJP and Team Anna came after the government agreed on Anna Hazare's demand to discuss Jan Lokpal Bill in Parliament tomorrow.

The Gandhian has been on a fast for the tenth day today demanding a strong Jan Lokpal Bill. "We discussed with Team Anna several issues related to the Jan Lokpal Bill. We are committed to making India a corruption free country. The talks were positive," BJP president Nitin Gadkari told reporters.

Team Anna met senior BJP leaders at the residence of L K Advani.

Senior BJP leaders Sushma Swaraj and Arun Jaitley were also present in the meeting.

Gadkari said his party raised some issues on which Team Anna members were agreeable.

"BJP is with Anna in the fight against corruption. We don't want to take any political mileage from this but we will be with them in and outside Parliament," Gadkari added.

He asked the government to find a solution to the crisis soon.

Senior BJP leader and Leader of Opposition in Rajya Sabha Arun Jaitley said the party also discussed with Team Anna several parliamentary and constitutional provisions.

"Their view was constructive. We conveyed our doubts to them," Jaitley said.

He added that BJP was the first party to say that the Prime Minister should be bring under the Lokpal ambit.

"We have cleared our stand four months back so it is not correct to say that we have not cleared our stand on the Lokpal issue," he added.

Earlier in the day, Team Anna demanded BJP to clear its stand on the contentious issue. UNI

 

India, China trying to find solution on stapled visa issue

BANGALORE, Aug 25: India and China are discussing ways to find a solution regarding Beijing's policy to issue stapled visas to residents of Arunachal Pradesh and Jammu and Kashmir, Chinese Ambassador to India Zhang Yan said.

"This is the issue being discussed between the two governments. So, that means the two governments are working on it. So, once we have the solution, you will know. We are working on that," Zhang told a news agency PTI.

He replied in the affirmative when asked if India and China are "working" to review this policy, which has emerged as a sticky issue between the two countries.

Zhang hastened to add: "This issue (stapled visas) does not hinder our cooperation. Our cooperation is going on very well."

India had last month expressed unhappiness over the issuance of stapled visas by China to five sportspersons from Arunachal Pradesh with government sources, saying, "We are still searching for a de-stapler."

The Chinese Embassy had issued stapled visas to five karate players from Arunachal Pradesh preventing them from taking part in an international championship in China.

China started issuing stapled visas to people from Jammu and Kashmir from 2008.

 

APSTSU urges AIT to get affiliated with AICTE

ITANAGAR, Aug 25: Uncertainty looms large over future of many passed out students of Assam Institute of Technology (AIT), Guwahati as the degree and diploma certificates provided to them by the institute under a particular university of the country have been de recognized by the Arunachal Pradesh Government.

A team of Arunachal Pradesh Schedule Tribe Students Union (APSTSU), on being received complaint from few passed out students in this regard, met the Director of AIT yesterday at his office chamber and discussed the matter in details.

During the course of discussion, it is learnt that the Institute is not affiliated with All India Council for Technical Education (AICTE) due to which it has been providing various course completion certificates to its passed out students from various universities like, Punjab, Delhi and Rajasthan from time to time, APSTSU said in a release.

On de-recognition issue, APSTSU said that the AIT Director had assured to pursue the matter with the Directorate of Higher and Technical Education, Govt of Arunachal Pradesh.

The APSTSU team accompanied by members from Guwahati Arunachal Student's Association (GASA), All Assam Students Union (AASU) and All Assam Students Union Guwahati unit, demanded the AIT Director to immediately get the Institute affiliated with AICTE for the welfare of students of North East, specially Arunachal Pradesh.

More that 70 per cent of the total students of the institute are from Arunachal Pradesh, APSTSU informed.

APSTSU appealed to the Government of Arunachal Pradesh and Director of Higher and Technical Education to intervene into the matter and resolve it with the AIT authority in the greater interest of the poor students of Arunachal Pradesh, who have spent lakhs of rupees in pursuing their studies.

APSTSU also suggested the students and parents to have due consultation with Department of Higher and Technical Education before taking admission in various institutions so that they do not fall prey to fake institute.

Meanwhile, APSTSU thanked North East Student's Organization (NESO) president Samujjal Kumar Bhattacharjee and Secretary General Gumjum Haider for their proper guidance. It also thanked AASU and its Guwahati unit, GASA for accompanying it for the cause of tribal students of the state in particular and North-Eastern region as a whole.

 

Kaso appeals for adequate fund

ITANAGAR, Aug 25: Local MLA Techi Kaso has appealed to the state Govt to sanction adequate fund for proper renovation of damaged roads in capital region and beatification of twin capital city under Annual Operational Plan and any other head.

Lauding the Govt for releasing Rs  17 crore fund for renovation of capital road under non-plan, the MLA said considering the huge damages caused to road infrastructure by  recent heavy downpour, the amount released by the Govt is not sufficient for renovation of all damaged roads.   A stretch of one km road requires Rs 60-70 lakh for proper renovation, the MLA said adding with this sanctioned amount, only 20-25 km road may be renovated against total length of the road in capital.

 

Implementation of flagship progs at Tawang reviewed

TAWANG, Aug 25: Tawang deputy commissioner Kemo Lollen expressed satisfaction over the implementation of various flagship programmes such as mid day meal, Sarva Shikshka Abhiyaan, Rashtriya Madhyamik Shiksha Abhiyaan and Shakshar Bharat Mission in the district.

Chairing a review meeting on the ongoing national flagship programmes at his office chamber yesterday, the DC stressed on proper and full utilization of the programme in the district. He assured his full cooperation in further improving the present education system in the district.

Hridar Phuntsok, DAEO-cum-District Programme Coordinator RMSA, explained the main objectives of Rashtriya Madhyamik Shiksha Abhiyaan and its implementation in the district. He also apprised the DC regarding various problems in implementing the programme due to shortage of manpower .

The DDSE Rinchin Phuntsok informed the DC about the present education scenario of the district and explained the need for enhancement of honorarium for EGS, ECCE and community workers.

PPA denounces ‘foreign tour’ of Cong legislators

ITANAGAR, Aug 25: The People’s Party of Arunachal (PPA) came down heavily on the Congress legislators who reportedly left the state capital for foreign tour ‘at the expenses of public money’.

When the state is facing unprecedented nature’ fury and important state planning board meeting is coming nearer such foreign tour by a group of legislators shows their uncaring attitude to the suffering of people, the PPA general secretary Taba Tagar said in a release.

“The governance has almost come to a halt in the state as many ministers and MLAs are out of the state for a long time”, PPA said while adding that “now those who are at Itanagar are also leaving for a foreign trip.”  The party further said it seems that the present Govt has forgotten the “people first’ slogan coined by  late chief minister Dorjee Khandu and changed the logan to “people last”.

 

Awareness campaign of apb&ocwwb held at Roing

ROING, Aug 25: An Awareness Campaign for the welfare of workers organized by Lower Dibang Valley District Unit of All Arunachal Pradesh Worker’s Union (AAPWU) in collaboration with Labour and Employment Department was held at Reko Building, Cheta here today.

Jalley Sonam, Chairman Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) attending the programme as chief guest highlighted the welfare measures taken by the Board for betterment and raising the living standard of various categories of workers in the state citing the fact that labourers being the main work force in the developmental activities are given less importance in regard to facilities.

He informed that APB&OCWWB was formed by the State Govt. under the guidelines of Indian Trade Union Act 1926 and appealed all the workers of the district to get themselves registered with the Board in order to avail benefits like housing loan of Rs 50,000, tools advance of Rs 10,000, medical assistance of Rs 5000, marriage assistance of Rs 10,000, maternity assistance of Rs 5000, educational assistance of Rs 50,000 for technical courses and Rs 30,000 for professional courses, disability pension of Rs 1000 and recently introduced Chief Minister Insurance Group Scheme for workers below Poverty Line and other benefits which will be provided to only registered workers.

He also informed that health camps at labour concentrated areas, construction of state labour guest house, bachelor barracks and relief to registered workers during natural calamities is in consideration which have been proposed to the state govt. in current budget.

He also urged the HoDs to look into the 1% chess for every project implemented which will ultimately go to the state exchequer. On replying to the 6 points memorandum submitted by the AAPWU district unit president, he said that the matter for providing ambulance for labourers and board office building and staffs in the district will be taken up with Govt. at appropriate level and for providing Govt. vehicle to District Labour and Employment Officer, being nodal department of laborers in the district has already been proposed to the Govt. He also informed that there are more than 10,000 registered laborers from across the state in the board.

Namo Linggi, Zilla Parishad member Roing speaking as guest of honour has also called upon the laborers to get registered themselves with the Board citing that there are very few registered laborers in the district. He urged them to unite and come to a single platform in order to fight for their rights and get redressed grievances.

Rokom Tayeng, DL&EO in his introductory speech urged the laborers to avail full benefit of the awareness campaign organised for their benefit only.

On the occasion, Sanu Tamang, Zonal Secretary, AAPWU (East Zone) also spoke on the occasion and Ita Mimi, president AAPWU district unit has submitted a memorandum to the APB&OCWWB chairman.

Over hundred of laborers from various categories, few HoDs and media persons from Doordarshan and local newspapers attended the awareness campaign. DIPRO

Climate cycles trigger conflict

 

A study has shown that cyclical climate events like the El Niño, which lead to a drop in food production, increase the likelihood of conflict in developing countries. Cyclical climatic changes double the risk of civil wars, with analysis showing that 50 of 250 conflicts between 1950 and 2004 were triggered by the El Niño cycle, according to scientists.

Researchers connected the climate phenomenon known as El Niño, which brings hot and dry conditions to tropical nations and cuts food production, to outbreaks of violence in countries from southern Sudan to Indonesia and Peru.

The research, published in Nature, uses a statistical approach to show that the risk of a conflict doubles from 3% to 6% in El Niño cycles (which occur every three to seven years) in affected nations. Unaffected nations showed no such pattern.

The analysis shows that a fifth of the 250 civil conflicts between 1950 and 2004 were precipitated by hotter, drier weather. Differing levels of poverty, democracy and population did not alter the strength of the climate-conflict link, nor did the impact of the end of colonial rule in many countries by 1975.

No discrimination please

Dear Editor,

Thanks to Denhang Bosai who endeavors to understand the pivotal role of Non-APS/T employees of the various Departments in the state. The main grievance is that what about the sons and daughters of those Non-APS/Ts who render their valuable services to the people and the state. At least not in paper, a practical 80:20 reservation should be implemented.

Recently the Department of Education announced “Open Quota” for senior Teacher in science due to non availability of adequate APST Science candidates. It is unfortunate that when situation arises the “Open Quota” is put in place but in normal situation even the 80:20 ratio is not followed.

Therefore, I appealed to the Education Department that at least discrimination should not be there in the recruitment process for the greater interest of the student communities.

It’s time to introspect

Dear Editor,

I am impressed by writing of Denghang Bosai on 25th August issue of Arunachal Times as he has written all of my feelings. Truly many of local employees seem to lack work culture and the employment is taken as right for getting salaries. Ours is a nascent state and if we continue to maintain the same spirit not taking ownership of our works then surely we are to be blamed for self destruction. People seem to take their job as part time with total lack of sense of responsibilities and accountability. I completely agree with whatever Bosai has written. It is high time we introspect and work for better future of our state.
