Itanagar, Aug 25: While extending solidarity with Team Anna Hazare in its crusade
against corruption and injustice Arunachal Pradesh Youngstar United Federation (AAYUF)
has appealed all the ministers, MLAs, bureaucrats, technocrats and panchayat leaders,
businessmen, to keep themselves away from corrupt practices. The Federation also

ZIRO Aug 25: Few stolen mobile phones were recovered from the possession of one Bipul Das of Lokra, Rangapara, Assam by Yazali Police on August 21 last.
Police recovered the stolen items from him after he was detained at Yazali check gate on being informed that a person with few mobile handsets was proceeding towards Itanagar in a Tata Sumo.
The hand sets, which were stolen from a shop at Daporijo, were returned back to the owner by police.

Solung festival
ITANAGAR, Aug 25: Solung, the main festival of Adi community would be celebrated
at Solung-
Nabam Atum, former president of Indigenous Faith & Cultural Society of Arunachal Pradesh and Lombo Tayeng, former minister will attend the festival as chief guest and guest of honour respectively.
A mass social service is being organized on August 28 to give a facelift to the festival ground followed by a cultural night at the same venue the next day.
A large numbers of participants are expected to take part in folk songs and folk dances to declare the advent of Solung festivities, according to Tannon Tatak, general secretary of Solung Festival Celebration Committee, Itanagar.

ITANAGAR report adds: Meanwhile, the People’s Party of Arunachal in a press statement said that the failure of talk between team Anna and the Congress Government on Lokpan bill has exposed the hollowness of the ruling Congress.
The Congress, which claims itself as party of Aam Admi (common man), is not really sincere in tackling the corruptions in the country. Instead, they are deeply involved in corruption at the cost of the 'Aam Admi' and that is why they are ‘fighting’ against the movement of the 'Aam admi' under the leadership of Anna.
While taking dig at BJP's role in corruption issue, PPA said that the big silence maintained by the saffron party only explain that they are not supporting the Jan Lokpal.
Expressing solidarity to Team Anna and its movement, PPA said that it will respond to Anna's call and join him at New Delhi if there is no breakthrough in talks between Govt and Team Anna.
BJP assures team Anna of full support in Parliament
Team Anna today said the main opposition party BJP has broadly agreed with most of the provisions of the Jan Lokpal Bill and assured veteran Gandhian Anna Hazare of full support in the fight against corruption in and outside Parliament.
The meeting between BJP and Team Anna came after the government agreed on Anna Hazare's demand to discuss Jan Lokpal Bill in Parliament tomorrow.
The Gandhian has been on a fast for the tenth day today demanding a strong Jan Lokpal Bill. "We discussed with Team Anna several issues related to the Jan Lokpal Bill. We are committed to making India a corruption free country. The talks were positive," BJP president Nitin Gadkari told reporters.
Team Anna met senior BJP leaders at the residence of L K Advani.
Senior BJP leaders Sushma Swaraj and Arun Jaitley were also present in the meeting.
Gadkari said his party raised some issues on which Team Anna members were agreeable.
"BJP is with Anna in the fight against corruption. We don't want to take any political mileage from this but we will be with them in and outside Parliament," Gadkari added.
He asked the government to find a solution to the crisis soon.
Senior BJP leader and Leader of Opposition in Rajya Sabha Arun Jaitley said the party also discussed with Team Anna several parliamentary and constitutional provisions.
"Their view was constructive. We conveyed our doubts to them," Jaitley said.
He added that BJP was the first party to say that the Prime Minister should be bring under the Lokpal ambit.
"We have cleared our stand four months back so it is not correct to say that we have not cleared our stand on the Lokpal issue," he added.

India, China trying to find solution on stapled visa issue
BANGALORE, Aug 25: India and China are discussing ways to find a solution regarding Beijing's policy to issue stapled visas to residents of Arunachal Pradesh and Jammu and Kashmir, Chinese Ambassador to India Zhang Yan said.
"This is the issue being discussed between the two governments. So, that means the two governments are working on it. So, once we have the solution, you will know. We are working on that," Zhang told a news agency PTI.
He replied in the affirmative when asked if India and China are "working" to review this policy, which has emerged as a sticky issue between the two countries.
Zhang hastened to add: "This issue (stapled visas) does not hinder our cooperation. Our cooperation is going on very well."

APSTSU urges AIT to get affiliated with AICTE
ITANAGAR, Aug 25: Uncertainty looms large over future of many passed out students of Assam Institute of Technology (AIT), Guwahati as the degree and diploma certificates provided to them by the institute under a particular university of the country have been de recognized by the Arunachal Pradesh Government.
A team of Arunachal Pradesh Schedule Tribe Students Union (APSTSU), on being received complaint from few passed out students in this regard, met the Director of AIT yesterday at his office chamber and discussed the matter in details.
During the course of discussion, it is learnt that the Institute is not affiliated with All India Council for Technical Education (AICTE) due to which it has been providing various course completion certificates to its passed out students from various universities like, Punjab, Delhi and Rajasthan from time to time, APSTSU said in a release.

PPA denounces ‘foreign tour’ of Cong legislators
ITANAGAR, Aug 25: The People’s Party of Arunachal (PPA) came down heavily on the Congress legislators who reportedly left the state capital for foreign tour ‘at the expenses of public money’.
When the state is facing unprecedented nature’ fury and important state planning board meeting is coming nearer such foreign tour by a group of legislators shows their uncaring attitude to the suffering of people, the PPA general secretary Taba Tagar said in a release.

Awareness campaign of apb&ocwwb held at Roing
ROING, Aug 25: An Awareness Campaign for the welfare of workers organized by Lower Dibang Valley District Unit of All Arunachal Pradesh Worker’s Union (AAPWU) in collaboration with Labour and Employment Department was held at Reko Building, Cheta here today.
Jalley Sonam, Chairman Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) attending the programme as chief guest highlighted the welfare measures taken by the Board for betterment and raising the living standard of various categories of workers in the state citing the fact that labourers being the main work force in the developmental activities are given less importance in regard to facilities.
He informed that APB&OCWWB was formed by the State Govt. under the guidelines of Indian Trade Union Act 1926 and appealed all the workers of the district to get themselves registered with the Board in order to avail benefits like housing loan of Rs 50,000, tools advance of Rs 10,000, medical assistance of Rs 5000, marriage assistance of Rs 10,000, maternity assistance of Rs 5000, educational assistance of Rs 50,000 for technical courses and Rs 30,000 for professional courses, disability pension of Rs 1000 and recently introduced Chief Minister Insurance Group Scheme for workers below Poverty Line and other benefits which will be provided to only registered workers.
He also informed that health camps at labour concentrated areas, construction of state labour guest house, bachelor barracks and relief to registered workers during natural calamities is in consideration which have been proposed to the state govt. in current budget.
He also urged the HoDs to look into the 1% chess for every project implemented which will ultimately go to the state exchequer. On replying to the 6 points memorandum submitted by the AAPWU district unit president, he said that the matter for providing ambulance for labourers and board office building and staffs in the district will be taken up with Govt. at appropriate level and for providing Govt. vehicle to District Labour and Employment Officer, being nodal department of laborers in the district has already been proposed to the Govt. He also informed that there are more than 10,000 registered laborers from across the state in the board.
Namo Linggi, Zilla Parishad member Roing speaking as guest of honour has also called upon the laborers to get registered themselves with the Board citing that there are very few registered laborers in the district. He urged them to unite and come to a single platform in order to fight for their rights and get redressed grievances.
Rokom Tayeng, DL&EO in his introductory speech urged the laborers to avail full benefit of the awareness campaign organised for their benefit only.
On the occasion, Sanu Tamang, Zonal Secretary, AAPWU (East Zone) also spoke on the occasion and Ita Mimi, president AAPWU district unit has submitted a memorandum to the APB&OCWWB chairman.

Climate cycles trigger conflict
A study has shown that cyclical climate events like the El Niño, which lead to a drop in food production, increase the likelihood of conflict in developing countries. Cyclical climatic changes double the risk of civil wars, with analysis showing that 50 of 250 conflicts between 1950 and 2004 were triggered by the El Niño cycle, according to scientists.
Researchers connected the climate phenomenon known as El Niño, which brings hot and dry conditions to tropical nations and cuts food production, to outbreaks of violence in countries from southern Sudan to Indonesia and Peru.
The research, published in Nature, uses a statistical approach to show that the risk of a conflict doubles from 3% to 6% in El Niño cycles (which occur every three to seven years) in affected nations. Unaffected nations showed no such pattern.
The analysis shows that a fifth of the 250 civil conflicts between 1950 and 2004
were precipitated by hotter, drier weather. Differing levels of poverty, democracy
and population did not alter the strength of the climate-

Recently the Department of Education announced “Open Quota” for senior Teacher in science due to non availability of adequate APST Science candidates. It is unfortunate that when situation arises the “Open Quota” is put in place but in normal situation even the 80:20 ratio is not followed.
Therefore, I appealed to the Education Department that at least discrimination should not be there in the recruitment process for the greater interest of the student communities.

I am impressed by writing of Denghang Bosai on 25th August issue of Arunachal Times as he has written all of my feelings. Truly many of local employees seem to lack work culture and the employment is taken as right for getting salaries. Ours is a nascent state and if we continue to maintain the same spirit not taking ownership of our works then surely we are to be blamed for self destruction. People seem to take their job as part time with total lack of sense of responsibilities and accountability. I completely agree with whatever Bosai has written. It is high time we introspect and work for better future of our state.
